Devolved Nations: Regions granted a degree of political autonomy while remaining part of the larger national framework. National Government: The central governing authority of the country.
Section 3: Establishment of the Devolved Nations Council Formation The Devolved Nations Council is hereby established as the representative body of the devolved nations. The Council shall consist of elected representatives from each devolved nation. Composition The Council shall be composed of one representative from each devolved nation, elected by the residents of the respective nation. The Council shall elect a Chairperson and Vice-Chairperson from among its members to lead and coordinate the Council’s activities.
Section 4: Powers and Responsibilities Facilitation of Dialogue The Council shall serve as a platform for constructive dialogue between the devolved nations and the national government. The Council shall represent the interests and concerns of the devolved nations in discussions with the national government. Joint Law-Making The Council shall have the authority to participate in the formulation and enactment of laws that require collaboration between the devolved nations and the national government. Joint laws shall be proposed, reviewed, and enacted through a cooperative process involving both the Council and the national government.Advisory Role The Council shall provide advice and recommendations to the national government on matters affecting the devolved nations. The Council shall review and provide feedback on national policies and initiatives that impact the devolved nations.
Section 5: Accountability and Transparency Reporting The Council shall prepare and submit annual reports to the national government, detailing its activities, discussions, and joint legislative achievements. The Council shall maintain transparent records of its meetings, decisions, and expenditures, which shall be made available to the public. Audits and Reviews The Council shall be subject to regular audits and reviews by an independent oversight body to ensure accountability and compliance with national laws.
Section 6: Transition and Implementation Transitional Provisions The initial members of the Council shall be appointed by the national government, with subsequent members elected by the residents of the devolved nations. The national government shall provide support and resources to facilitate the establishment and functioning of the Council. Effective Date This bill shall take effect immediately upon passage, and the Council shall be established within six months.
Section 7: Review and Amendment This bill shall be reviewed periodically by the national government to ensure its effectiveness in fostering cooperation and dialogue between the devolved nations and the national government.
