Section 1: Purpose The purpose of this Act is to enhance the mental health and well-being of individuals within the country by establishing comprehensive mental health support services, mandating their enforcement by every local government.
Section 2: Definitions Mental Health Support: Services and resources aimed at improving and maintaining mental health, including counseling, therapy, crisis intervention, and education. Local Government: The administrative body responsible for managing municipal affairs within its jurisdiction. Mental Health Professional: Any licensed individual qualified to provide mental health services, including psychologists, psychiatrists, counselors, and social workers
Section 3: Establishment of Mental Health Services National Framework The national government shall establish a comprehensive framework for mental health support services, setting standards and guidelines for service delivery. The framework shall include provisions for prevention, early intervention, treatment, and ongoing support. Local Implementation Every local government shall be responsible for implementing and enforcing the national mental health support framework within their jurisdiction. Local governments shall ensure that mental health services are accessible to all residents, regardless of age, gender, socioeconomic status, or location.
Section 4: Access to Mental Health Services Availability of Services Local governments shall provide a range of mental health services, including but not limited to: Counseling and therapy sessions. Crisis intervention and emergency support. Support groups and peer networks. Educational programs on mental health awareness and stigma reduction. Service Accessibility Mental health services shall be accessible to all residents, with particular attention to under-served and vulnerable populations. Services shall be provided at no or minimal cost to ensure affordability.
Section 5: Training and Certification Training Programs The national government shall develop and fund training programs for mental health professionals and support staff. Training shall cover best practices in mental health care, cultural competency, and crisis intervention. Certification Requirements Mental health professionals must obtain certification from a recognized authority to ensure their qualifications and adherence to ethical standards. Local governments shall maintain a registry of certified mental health professionals within their jurisdiction.
Section 6: Public Awareness and Education Awareness Campaigns The national government shall conduct public awareness campaigns to educate the public about mental health, the availability of services, and the importance of seeking help. Campaigns shall aim to reduce stigma and encourage open discussions about mental health. Educational Programs Local governments shall implement educational programs in schools, workplaces, and communities to promote mental health literacy and resilience. Programs shall include information on recognizing signs of mental health issues, self-care strategies, and how to support others.
Section 7: Monitoring and Evaluation Performance Metrics The national government shall establish performance metrics to evaluate the effectiveness of mental health services and programs. Local governments shall regularly report on their performance, including service utilization rates, outcomes, and feedback from service users. Continuous Improvement The national government shall review and update the mental health support framework periodically to incorporate new research and best practices. Local governments shall implement recommended improvements and innovations to enhance service quality.
Section 8: Funding and Resources Budget Allocation The national government shall allocate funding to support the implementation of mental health services and programs at the local level. Local governments shall manage their budgets to ensure sufficient resources for mental health support. Grants and Assistance The national government shall offer grants and financial assistance to local governments to address specific mental health needs and pilot innovative programs. Collaboration with non-governmental organizations and private sector partners shall be encouraged to augment resources.
Section 9: Review and Amendment This Act shall be reviewed periodically by the national government to ensure its effectiveness in promoting mental health and supporting local enforcement. Amendments may be proposed and enacted as necessary to address emerging challenges and improve mental health support.
