Section 1: Purpose The purpose of this law is to establish guidelines for the flying of flags within New Arkware County to promote a sense of community, respect, and appropriate representation.
Section 2: Definitions Flagpole: A pole, structure, or apparatus used to display a flag. Official Flag: The flag of New Arkware County, the national flag, or any other flag designated as official by the County Council.
Section 3: Authorized Flags The following flags are authorized for public display on county property: The national flag. The flag of New Arkware County. Flags of recognized national or international organizations with the approval of the County Council. Flags representing cultural, historical, or community events approved by the County Council. Display of non-authorized flags on private property is allowed, provided they comply with the regulations stated in this law.
Section 4: Display Regulations Respectful Display Flags must be displayed in a respectful manner. Defaced, damaged, or tattered flags must be removed and replaced immediately. The national flag, when flown with other flags, should always be given the place of honor. Size and Position The size of the flag should be proportionate to the flagpole and the location where it is displayed. No flag should be flown above the national flag when displayed together. Flying Times Flags may be flown 24 hours a day if properly illuminated during hours of darkness. On special occasions as designated by the County Council, flags should be flown at half-mast.
Section 5: Prohibited Flags The display of any flag that promotes hate speech, discrimination, or violence is strictly prohibited. Flags representing political campaigns or commercial advertisements are not allowed on county property.
Section 6: Penalties Any individual or entity found guilty of violating the provisions of this law shall be subject to fines or other legal penalties as determined by the County Council.
Section 7: Review and Amendment This law shall be reviewed periodically by the County Council to ensure its effectiveness and relevance. Amendments may be proposed and enacted as necessary.
